Businesses throughout developed, mature economies have long been aware of the low cost intellectual capital that exists in emerging economies around the globe. Corporations such as GE have been tapping into this resource for decades now. Smaller businesses however, have not utilised this resource to its fullest. Setting up their own infrastructure and recruiting the talent directly in the emerging economy does not make sense due to the small numbers of technical staff required. Outsourcing to an unknown third party is deemed risky due to the lack of control over often mission critical projects. Paralysed between the inability to justify their own office in an emerging market and a fear of relinquishing control to an unknown third party, the resource goes unutilised.
